Message from Greg Placy - Council Commissioner
I would like to invite all commissioners to this excellent event. We have a great program, a fantastic venue and plenty of fellowship, making this a great opportunity to learn and have fun.
Besides encouraging Commissioners from Daniel Webster Council to attend, I especially want to invite Commissioners from neighbor-ing Councils to participate. I continue to believe that a program is further enriched when we introduce fresh ideas and methods.
We have developed a tremendous team of Deans and faculty and a complete syllabus that should engage all Commissioners. We are especially excited about our continuing education program “Toolkit for the 21st Century Commissioner”. Our robust program provides an opportunity for all Commissioners. No Commissioner should miss this year’s outstanding event!
The Syllabus
COMMISSIONER BASIC TRAINING
Three session Commissioner Basic Training course will be offered for new registered Commissioners with the approval of their District Commissioner.

Bachelor of Commissioner Science
Upon completing Commissioner Basic Training, this is the first level of Commissioner College focusing on improving unit service. (For Unit Commissioners or others who have not previously attended College).
DEGREE REQUIREMENTS BACHELORS DEGREE
Current registration as a Commissioner, in-cluding those recently recruited. Completion of Commissioner Basic Training and completion of seven courses of instruction, at least five of the courses at the Bachelor’s program level.
Master of Commissioner Science
This course focuses on continuing your education in learning how to better serve units. It will provide tools and techniques necessary to provide “Lifesaving” methods. There are also courses intended for District or Assistant District and Roundtable Commissioners geared toward learning more about the administrative methods needed to excel as commissioner.
DEGREE REQUIREMENTS MASTERS DEGREE
Completion of Bachelor’s Degree or have been awarded the Commissioner’s Key. Earned Ar-rowhead Honor and completion of seven addi-tional courses of instruction (total of 14), at least seven courses at the Masters program level.
Doctor of Commissioner Science
Final step in completing the traditional commissioner coursework. These sessions will assist the commissioners in writing their “Commissioner Thesis”.
DEGREE REQUIREMENTS DOCTORS DEGREE
Completion of Master’s Degree and have been awarded the Commissioner’s Key and:
1) Completion of ten additional courses of instruction (total of 24), at least five of the courses from the Doctors program level. Other courses may not duplicate those used to satisfy other degree re-quirements (Bachelors, Masters, Roundta-ble). Continuing education courses offered within Masters curriculum or certified and offered through the Commissioners Col-lege or Conference may be used.
2) Serve on the College of Commissioner Sci-ence faculty (instructor or support staff) for at least one year.
3) Recruit at least three new Commissioners.
4) Completion of a thesis or research project on any topic of value to Scouting or the local council. The topic and final paper must be approved by the Dean of the Doc-tors program and staff advisor.
Roundtable Basic Training
Intended for Roundtable Commissioners and their staff to provide increased knowledge in providing better roundtables.
Commissioner Continuing Education Toolkit for the 21st Century Commissioner
For Commissioners who have completed their Masters Degree and are looking to further their education regarding state-of-the-art commissioner issues and how to take advantage of new tools.
